In fact, we all win. It is a true win-win situation.
The Conference has almost ended, but the website will be left open for people to view papers and presentations and post comments and replies for some (extra) time to come.
Do encourage your authors to do what is needed to complete their parts.
Note the word "encourage". Not "penalise". So no fear about penalties!
Yep. It's a week since the conference has ended. But this conference relies on its participants. It can continue beyond its official end, but if and only if people have both the energy and the interest to continue discussing topics they are interested in. Papers, methods, philosophy.... Anything goes really, as long as someone, somewhere wants it to go.
... except, that is, for Mr Dent, whose cover is about to be blown. Curious? Look here.

However, despite the apparent sleepiness among the bees colony, the Conference is still buzzing.
In the seven weeks since IPROMS 2006 started, this website has had over 30,000 visits involving more than 250,000 file downloads.
The Bees Algorithm paper has had the largest number of viewings to date (1289 by 21 August 2006).
Perhaps, we should have invented a prize for the paper with the most (decent) exposure!
