Introduction

  • Salamanca, Gto., is one of the most polluted cities in Mexico (and probably in the world).
  • There have been a lot of Environmental Contingencies over the last 5 years.
  • Currently, there are 3 monitoring stations located in strategic places.
  • Nobody was seriously analysing data from those stations.
  • An Environmental Contingency Plan has recently been released.
    • SO2 and PM10 concentration levels activate the plan.
    • This Plan only considers corrective and not preventive actions.

According to some information sources, only in year 2002, Salamanca registered more than 100 contingencies due to SO2 concentration, and some other 50 due to PM10 (particulate matter of diameter less than 10 microns). There are 3 monitoring stations and one mobile monitoring stations. Several pollutant and a number of atmospheric variables are measured by the stations. Not all the stations have the same equipment, (i.e. some can measure Relative Humidity and Temperature, the other not). The Contingency plan will begin this month (July). This plan considers the actions that must be taken by the factories and/or inhabitants to reduce the emissions while a Contingency is present. Obviously, the Plan is activated only after a Contingency occurs, there is no prevention plan.
